The Expected Outcomes of the

Scaling-up Renewable Energy Project (SREP) Mini-grid Project

The Sustainable Development Goals (SDGs), also known as the Global Goals, were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity. Sustainable Development Goal 7 aims to achieve access to sustainable, affordable, reliable, modern energy services for all, higher proportion of population with access to electricity, higher proportion of population with primary reliance on clean fuels and technology, and increase substantially the share of renewable energy in the global energy mix. Access to electricity is critical for development and socio-economic growth which supports productive livelihoods and power critical community services such as primary healthcare and education. Solar photovoltaic (PV) mini-grids offer the most cost-effective option for rural and remote communities not yet connected to the national grid and can deliver reliable, high-quality power which is able to serve multiple uses and meet growing demand over time.

The Project Implementation Unit (PIU) will procure the engineering, procurement and construction companies (EPCs) (eg. Solar PV installers) for the Public Institutions in lots through a competitive process. The Public Institutions will apply to the Distribution Utilities and PIU for a net meter via the web application platform; the PIU will check and see if all the necessary documentation or information from the applicant has been provided (uploaded) and give instructions to the EPC to install the proposed solar PV system for the Public Institution; The DU will certify the solar PV installation after the EPC has completed the installation of the solar PV system, and install the net meter; The DU will then issue a certificate of verification and completion to the PIU to facilitate the release of funds to the EPC. See Figure below. The PIU will use the web application platform to monitor the number of applications, installations and commissioned net metered solar PV systems install for the Public Institutions.

Ghana Renewable Energy Master Plan (REMP) constitutes an investment-focused framework for the development and promotion of the country’s rich renewable energy resources to propel economic growth, improve social life and reduce climate change effects. The REMP aims to achieve the following objectives by the year 2030:

Renewable Energy

Increase the proportion of renewable energy in the national energy generation mix from 42.5 MW in 2015 to 1363.63 MW (with grid connected systems totalling 1094.63 MW);

Reduce Biomass Dependence

Reduce the dependence on biomass as main fuel for thermal energy applications

Off-Grid Communities

Provide renewable energy-based decentralised electrification options in 1,000 off-grid communities and Promote local content and local participation in the renewable energy industry.

SREP PROJECT'S

SOCIO-ECONOMIC BENEFITS

The following are the climate change mitigation and socio-economic benefits (expected outcomes) of the SREP mini-grid project underway in Ghana:

Increased Share of Renewable Energy in Ghana's Energy Mix

SREP mini-grid project will contribute 13.5% of renewable energy to the Ghana energy mix by the end of the project with the deployment of 35 Minigrid, 1450 standalone Solar Home Systems and 12,000 NMPVs.

Reduced Greenhouse (GHG) Emissions

The SREP mini-grid project aims to increase renewable energy adoption in Ghana, with the goal of reducing reliance on fossil fuels contributing to Ghana's climate change mitigation efforts. SREP mini-grid project is expected to mitigate greenhouse emissions of 0.7185 million tons of CO2 - equivalent.

Improved Energy Access

The SREP mini-grid project is helping Ghana towards its goal of universal electricity and increased access to modern energy services in island/lakeside communities in Ghana. Increased number of women, men, businesses and community services benefitting from improved access to electricity as a result of SREP mini-grid project interventions.

Job Creation

It is expected to contribute to closing gender gaps at the outcome level by creating 2,865 equitable jobs and livelihood opportunities out of which 30% will be for women and youth. Another objective of constructing solar PV mini grids in lakeside and island communities is to facilitate the productive use of energy and improve livelihoods in the beneficiary communities.
